Extracts the Orchard-protocol spend authorization signatures present in pczt.

The returned signatures are tagged with their Orchard or Ironwood value pool and action index, so they can be transported independently and later applied to a corresponding PCZT with Signer::apply_orchard_spend_auth_signature. Actions without a spend authorization signature are omitted.
